Commissioner Chow Yat-ming announced details of the Strategic Directions (SD) 2025-2027 at a briefing session on
May 9 for officers at the rank of Senior Superintendent and above.


He pointed out, “Over the last decade or so, the Force has consistently provided officers with a clear development blueprint through its ‘Vision, Common Purpose and Values’ and SD. I would like to take the opportunity of this strategic cycle to streamline work procedures, reduce paperwork, and implement the SD pragmatically. The specific directions and objectives of the SD must be communicated to all Force members, including regular and auxiliary officers as well as civilian staff.”

Following the Commissioner’s address, Director of National Security Kong Hok-lai elaborated on SD1. He emphasised that national security is the shared duty of all Force members. The National Security Law and the Safeguarding National Security Ordinance are mutually complementary, enhancing law enforcement mechanisms and granting the Force greater authorities and responsibilities. He stressed the need for aligned comprehension and collaborative efforts to continuously strengthen vigilance and capabilities in safeguarding national security, putting “national security is our shared responsibility” into action.


Regarding SD2, the then Director of Management Services Lui Kam-ho highlighted that a roadmap on information technology and data strategy would be developed in this strategic cycle, with a view to addressing the constraints of silo systems and enhancing system compatibility, operational effectiveness and resource optimisation. He encouraged all unit commanders to actively review existing workflow and streamline processes, and implement digital solutions in order to achieve the goal of Smart Policing.


Subsequently, the then Director of Operations Chan Tung explained the essence of SD3. He reiterated that the Force needs to better utilise its limited resources and foster synergies through effective collaboration with key sectors of the community. In conjunction with the consolidation of public relations (PR) work, he reminded Formations to coordinate PR initiatives, collaborate for mutual success and optimise the results of communication. It is also necessary to consolidate relationships with existing stakeholders whilst reaching out to more community sectors.


For SD4, Director of Personnel and Training Choi Chin-pang emphasised that integrity and professionalism have always been the core values of the Force and should be upheld by all members. On this basis, the Force will strengthen teamwork and actively foster a culture of respect and compassion. Besides, the Force will proactively review and optimise Formation structures. All members, especially officers at supervisory level, should be receptive to changes and possess an adaptive mindset. He added, amid fiscal constraints, the Force will strive for training exchanges and international visits, sustaining ties with the Mainland and overseas law enforcement agencies to solidify the international standing of the Force.


Assistant Commissioner (Service Quality) Tsui Sheung-yee then outlined the review mechanism of SD. She elaborated that the progress of SD would be regularly assessed through the Senior Directorate Group meetings. The previous SD Mid-cycle Review Conference had effectively streamlined the reporting mechanism and provided an effective platform for Programme Directors to review the implementation progress as well as challenges encountered by different units. Therefore, the same mode of conference will be adopted in the next mid-cycle review.


The Commissioner concluded, “The Force has to break through its existing framework for the greater benefits of both the Force and the society in order to cope with the challenges in the fast-changing environment.”
